一个 causal decision protocol 可以通过是否改变任务优先级、dispatch、degrade、repair 或 writeback 决策来评估。

这是为 provenance 保留的 public-safe 历史候选 seed，不是已完成论文主页，并已退出 active work surface。早期设想是从真实 WeHub 事件中检验 causal framing 是否改变行动。

当时的验证门槛
编码 10 个真实 WeHub events，找出至少 3 个 non-rhetorical decision deltas，否则降级为 internal eval / case study。
